30 in 7 Limitation
The CLA’s 30 in 7 limitation will be eliminated on May 2nd, 2015, when the domestic and international operations are combined.

The JNC and the APFA Scheduling Department have been in discussions with the Company, pushing for the implementation of the JCBA’s 30/35 in 7 limitations to be concurrent with the combining of the operations.

Programming for these limitations includes setting different rules for Flight Attendants on different schedules: Reserves will have a 35 in 7 limitation while Lineholders will have a 30 in 7 limitation. In either case, these limitations may be exceeded in actual operations, and Flight Attendants may waive them at their option— Section 11.B.

The multiple limitations, exceptions, options and restrictions associated with these duty limitations indicate that the programming of Sec.11.B. is not as simple as changing the CLA’s 30 in 7 to the JCBA’s 30/35 in 7 limitations.

However, APFA is fully aware of the value of these limitations and will continue to treat them as critical priorities in the implementation process.

LAA / LUS
Voluntary Duty Day Waivers (VE)
Since Date-of-Signing, LAA Flight Attendants have had the option to waive their duty day limitations on domestic and non-long range international trips in exchange for additional compensation to be paid on top of the pay value of their sequence—Section 11.O.1. and Section 14.D.1.

Once Flight Attendants agree to waive their duty day limitations, their agreement to do so cannot be rescinded. Flight Attendants should carefully consider whether or not they are able to exceed their contractual duty day limitations, especially since there are no Flight Attendant duty day FARs in actual operations.

The JNC implementation team continues to discuss with the Company the establishment of duty day maximums when Flight Attendants choose to waive their contractual duty day limitations.

Note: On TI (IPD) duty periods scheduled fourteen (14) hours or less, the actual duty day maximum for LUS Flight Attendants is eighteen (18) hours. Once crews on such duty periods exceed sixteen (16) hours in actual operations, they receive pay for the duty period at a rate of two hundred percent (200%), including premiums and credit at one hundred percent (100%). LUS Flight Attendants will be covered under the JCBA non-long range duty day waiver provision no later than Flight Attendant Operational Integration (FOI).

Sequence Check-in on Mobile Phones/Tablets

The JNC implementation team has had several discussions with the Company regarding the ability to check-in for your sequences (trips) via smartphones or the new tablets that are being distributed to the LUS Flight Attendants. LAA Flight Attendants currently have this capability.

The JNC is working on extending this capability to the LUS Flight Attendants prior to FOI. In the coming weeks, they should have an implementation date for this option.

The JCBA Location Delay Incentive applies to delayed departures from IPD stations only—Section 14.M.7. Currently, IPD stations include all of Europe, Asia as well as the following Latin American cities:

JSIC Update

The Joint Scheduling Implementation Committee (JSIC) will be meeting again with the Company on April 8th. At this meeting, the Company will be providing the business requirements for the implementation of scheduling related items in the JCBA.
