Considering Becoming a Speaker at FOI? – LUS
Please be aware that current LOD/O and LIP qualified Flight Attendants only have until June 18, 2018 to decide to keep their foreign language qualification after FOI. The Speaker Program replaces the LOD/O program at FOI, and there are some important changes to consider before deciding to opt in or out of your foreign language qualifications. Please reference the June 1, 2018 APFA Contract Hotline for JCBA FAQs.

While the 6/1/18 hotline covers many questions, some LOD/O Flight Attendants that are considering participating in the speaker program at FOI have asked if there are any current base lock-ins to consider:

Q: If I become a speaker at FOI and remain at my current base, am I locked into my base because of my speaker qualification?

A: No. Lock-ins come into play when you transfer to a new base. If you transfer using your speaker qualification (vs. just your seniority), you may be locked into your new base for 6 months. Otherwise, the normal 3 month lock-in, described in Section 22.C. of the JCBA, applies. This lock-in applies to anyone transferring; not just speakers.

If you have more questions, please reach out, and I’ll be happy to help.

APFA Supports our Mechanics by Endorsing Union Friendly Legislation

APFA endorses the Aircraft Maintenance Outsourcing Disclosure Act of 2018 (H.R. 6028 S. 3026) that would ammend title 49 of the United States Code to require air carriers to disclose the date and location of the most recent aircraft maintenance. The bill was introduced yesterday in both the House and the Senate by Senator McCaskill (D-MO), Representative Garamendi (D-CA), and Representative Donovan (R-NY).
We also support our brothers and sisters at TWU who are not only up against the industry-wide trend of offshoring aircraft maintenance, but are also embroiled in intense contract negotiations with the Company.

As the airlines continue to offshore a growing amount of their maintenance work, the flying public has little, if any, awareness that the aircraft they fly on may have been serviced overseas. Given the lack of oversight of foreign repair stations by the FAA and that several important U.S. safety and security regulations do not apply to foreign repair stations and their workers, APFA stands with TWU in the belief that offshoring this critical work creates serious safety, security, and job concerns. Furthermore, we believe that information related to where aircraft undergo maintenance should be made available to the public.

Should the bill become law, the airlines would be required to:

  1. Disclose the city/country/date where the aircraft last underwent heavy maintenance, both online at the time of ticket purchase and on boarding passes; and
  2. Include on their website the cities/countries in which their fleet has undergone heavy maintenance in the last five years, as well as the cities/countries in which the airline holds contracts for heavy maintenance.

The bill will also be offered as an amendment to the upcoming Senate FAA Bill which the Senate intends to work on over the next several months. APFA will continue to press the Senate to include Flight Attendant friendly provisions in the Bill. Please help amplify APFA’s voice by sending a letter to your Senators as well.
