Listening Tours
The Negotiating Committee is finishing up their Systemwide Listening Tour this week with base visits to STL, CLT, PHL and the last visit to ORD on Dec. 19th. We would like to thank all of the Flight Attendants who were able to stop by to give their feedback during this first tour of the bases. Please know there is still time to directly submit feedback to the team if you were unable to attend one of the recent Listening Sessions.

The Online Preliminary Negotiations Survey also closed this past week on Dec. 15th. The Negotiating Committee will be busy analyzing the results and comments submitted for use in future, more focused surveys, along with the feedback we are receiving from members face-to-face and via email. Phoenix Children’s Hospital and BCBS
BCBS and Phoenix Children’s reached an agreement over the weekend, and they will remain in-network with no disruption to our membership. An official announcement letter will go out by Wednesday, 12/19/18, to all who received notification about a possible disruption of in-network coverage.

PROFESSIONAL STANDARDS is a voluntary and confidential service providing members the opportunity to resolve conflicts/concerns about co-workers without management involvement. Our goal is to promote and restore professional conduct, ensure a safe work environment, and to develop and utilize healthy problem-solving skills. Hotel Allocations for 31 DEC
The Hotel Department has received numerous requests for hotel info for 31 DEC. 30DEC-29JAN are included in January’s hotel assignments. January (including 31DEC!) hotel allocations will be completed between 20-22DEC. Several bases have filed Notice of Disputes (NOD’s) to address the Company’s failure to provide required layover information in the bid packets. We will continue to assist the local base representatives and will keep you informed on the progress of these NOD’s as they become available.

Statutory Waiting Periods are the time frames that injured workers need to wait before workers’ compensation payments begin. They vary from state to state. In order to qualify for workers’ compensation payments, the injured worker must EXCEED the waiting period.
State-by-state waiting periods:
3 days = California, Illinois, Missouri
5 days = Massachusetts
7 days = Arizona, Florida, New York, North Carolina, Pennsylvania, Texas, Virginia
An injured worker will not be paid by workers’ compensation for time lost during the Statutory Waiting Periods unless they EXCEED the Retroactive Periods. These also vary from state to state.
State-by-state retroactive periods:
14 days = Arizona, California, Florida, Illinois, Missouri, New York, Pennsylvania, Texas
21 days = Massachusetts, North Carolina, Virginia

Crew RestFlight Attendants on flights over 7 hour block time, under contractual provision, are entitled to Crew Rest.
Section 38 of the JCBA provides specific details for assigned inflight crew rest areas.
Always remember that Flight Deck Crew Rest areas, including bunks and seats, should not be occupied by Flight Attendants at any time.
In addition, FAA guidance and company policy restricts OFAR / OFCR / MDCR / FDCR entry to only current, aircraft qualified, Flight Attendants assigned as working crewmembers.

Senate Committees
On Friday, U.S. Senate Democratic Leader Chuck Schumer announced Senate Democratic committee memberships for the 116th Congress. All memberships have been agreed to by the Democratic Conference and are subject to ratification by the full Senate when the 116th Congress convenes in January. Republicans have yet to release their committee memberships. The Senate committee of most interest to Flight Attendants is the Commerce, Science and Transportation Committee. As previously reported, Senator Maria Cantwell of WA will serve as the Ranking Member. Two newly elected Senators also gained seats on the committee, Kyrsten Sinema of AZ and Jacky Rosen of NV. APFA has worked with Senator-elect Sinema since 2016 when she spoke at the APFA Board of Directors Convention in PHX.

Government Shutdown Update: Everyone continues to hold their breath about a possible government shutdown this Friday. As of today, no deal has been reached but there are hints that an interim deal is possible. This shutdown would not affect the FAA, TSA, ATC and other safety and security activities.

PBS Mis-Award Process Reminders
If you believe you have a mis-award, contact the FABRC and they will begin the initial investigation and record your call history. You must begin the initial investigation process no later than the 24th at 1200 (DFW time) to be considered a PBS mis-award.
If you believe you have a mis-award do not participate in TTS or make changes with ETB until you have received confirmation of a mis-award as you cannot make yourself illegal for any mis-award remedy. After receiving confirmation of a mis-award from the FABRC, follow their instructions and input the “like” trip parameters in the next available TTS run.
You only need to participate in one TTS run after a confirmed mis-award. Following the TTS run, notify the FABRC with your run batch ID number.
You can continue to use TTS and ETB, after FABRC notification.
