September 2022 Staffing and Allocations

When PBS processing begins, if additional Lineholders are needed, those with Reserve status will be changed to Lineholder status in the following order:

  1. Tentative Flight Attendants who were involuntarily moved to Reserve status.
  2. Reserve Flight Attendants who toggled to Pref LH in the LRD who were unable to hold Lineholder status in LRD.
  3. Most junior Reserve Flight Attendants involuntarily moved to Lineholder status after all the above have been utilized.

If you are in one of these 3 categories above, you will want to bid
7 layers of Reserve and 7 layers of Lineholder in PBS



  • DCA: 33,339 flying hours (-747 month over month)
  • IAD: 2,478 (-41)
  • BWI: 2,434 (-127)
  • 38,251 Total Flying Hours (DCA, IAD, BWI)
  • September will not be a flex month and the contractual targeted credit range default is 70-90
  • September systemwide schedule change and reduction starts September 7, 2022
  • No vacation buyback for the month of September
  • Labor Day weekend September 3-5
  • Thursday, September 8th kicks off the 2022-2023 NFL season
  • 42 systemwide Charter Flights for September
  • Co-pairing with the Pilots through the hub cities will continue this fall
  • DCA September Reserve seniority begins at system seniority 21386 OCC date of May 14, 2018
  • September is scheduled for no new hires in the final number but will see an unknown number of new hires join the base in the last week of September. More to come!

Allocations notes for September:

  • Overall decrease in block hours for September 915 for DCA, IAD, BWI
  • 721 total sequences for co-terminal flying
  • ODAN sequences 9 positions per day: BDL, BOS, CHS, PVD, PWM, RDU only
  • 2 high time LAX turns operating 3 days
  • 54 737 MAX sequences
  • 12 speaker sequences -NIPD sequences out of DCA. Bid Accordingly if you hold a Spanish speaking language qualification and want to be considered for these sequences
  • 2 PHX ‘Pink Eye’ sequences operating 31 days
  • 3 Honor/Charter Flights for DCA sequence # 12581,12628, 12927
  • NIPD RON cities:  BGI, BJX, CUN, GDL, KIN, MTY, POS, PVR, QRO, SAL, SDQ, SLP, STX
  • Sits over 3 hours:  100 total
  • Long RONs over 29 hours: ALB, ATL, CHS, DTW, IAH, PWM, RDU, SDF, YYZ

Scheduled pure rest hours percentages:

  • < 11 hours     0.3 %
  • 12-14 hours   26.5%
  • 14-16 hours   22.2%
  • 16-18 hours   19.9%
  • 20-24 hours    8.0%
  • 24+ hours      10.7%

DCA RAP Start Times:

  • RAP A  0200-1400
  • RAP B  0500-1700
  • RAP C  0900-2100
  • RAP D  1400-0200

Final Notes for the DCA Base:August PBS final numbers were not much better than July. Again, we had PBS minimum double constraints at system seniority #1 and #2833 of 70 and 78 hours. We still are asking for more Lineholders and less Reserves, so we don’t have these constraints going forward.

It is noted and understood the frustrations that most of you feel with the TTS/UBL/ETB flexibility. The flexibility must change to help improve the quality of life of our members.

APFA and your local base leadership have been engaged with the company to give some relief in the 3% daily and monthly limitations in TTS/UBL for those of you trying to trade, drop, or trip improve. We believe that allowing a more generous percentage would correct many of the scheduling issues and improve the moral overall. Having a system that offers this flexibility would also help build the confidence for those who would like to bid high in PBS but do not due to the lack of flexibility if they choose to drop or trade any of the PBS sequences in their line, the lack of high time bidders in PBS contributes to the monthly minimum constraints and forced time in your lines. We must regain the confidence that we all once had in these operating systems.

We know that the overall sequence construction with multiple legs, sit times, long duty days shorter layovers and no soft or credited time has been the angst of so many of you. Month-after-month, we bring these concerns to the Company and clearly, they fall on deaf ears.

That does not deter us at all, and we will continue to represent the needs of our DCA Flight Attendants. Please continue to share your concerns we do not have deaf ears!
