November 2022 Staffing and Allocations

When PBS processing begins, if additional Lineholders are needed, those with Reserve status will be changed to Lineholder status in the following order:

  1. Tentative Flight Attendants who were involuntarily moved to Reserve status.
  2. Reserve Flight Attendants who toggled to Pref LH in the LRD who were unable to hold Lineholder status in LRD.
  3. Most junior Reserve Flight Attendants involuntarily moved to Lineholder status after all the above have been utilized.

If you are in one of these 3 categories above, you will want to bid
7 layers of Reserve and 7 layers of Lineholder in PBS



  • DCA: 34,455 flying hours (-400 month over month)
  • IAD: 2537 (+11)
  • BWI: 2539 (+36)
  • 39,531 Total Flying Hours (DCA, IAD, BWI)
  • November will not be a flex month and the contractual targeted credit range default is 70-90.
  • Schedule changes November 3, 17, 26; added flying around Thanksgiving but decreased on the day.
  • We had no vacation buyback.
  • November Holidays or Events – 6th Daylight savings time ends, 11th Veterans Day, 24th Thanksgiving Day
  • Charter /Honor flights: Sequence 12553.
  • Co-pairing with the Pilots through the hub cities continues.
  • DCA November Reserve seniority begins at system seniority 22,957- OCC date of January 06, 2022
  • New Hires classes 22-20, 22-21 and 22-22 will be joining the base October 17, 24, 31.
    Class 22-20 will be bidding in PBS because they will be graduating while PBS is still open
    The other classes will be assigned reserve lines.

Allocations notes for November:

  • Slight decrease in overall block hours -353
  • 802 total sequences for DCA, IAD, BWI
  • ODAN sequences down from October: BOS, CHS, LGA, PWM, PVD, RDU
  • 1 LAX high time turn operating once
  • 9 PHX ‘pink eye’ sequences operating 30 days
  • Canada RONs; 1 YYC, 18 YYZ ,1 YVR (check for updated COVID information in your EFB)
  • NIPD RONs: BDA, BJX, CUN, KIN, LIR, MEX, MTY, SLP
  • 14 speaker sequences-NIPD sequences out of DCA, bid accordingly if you hold a Spanish speaking qualification and want to be considered for these trips
  • Sit times between flights max 3.15hr and are still decreasing each month
  • 62 MAX aircraft trips

Scheduled duty day:

  • <8 hours   47.20 %
  • 8-10 hours   28%
  • 10-12 hours 23.1%
  • >12 hours 1.7%

Scheduled Layover rest:

  • <12hours 5.0%
  • 12-18 hours 69.6%
  • 18-24 hours 16.6%
  • >24 hours 8.8%

Initial Reserve Seniority- November 22
at the beginning of the month


DCA RAP Start Times:

  • RAP A: 0200-1400
  • RAP B: 0500-1700
  • RAP C: 0900-2100
  • RAP D: 1400-0200

Final Notes for the DCA Base:Once again, our October PBS final bid awards did not get any better from previous months.

Our minimum constraints of 70 and 78 hours started at system seniority 1 and 2033.
All Flight Attendants were held to a minimum of 70/78 hours with a maximum of 90 hours

We have continued to advocate for additional line holders and less Reserves to solve the forced time issue, but again, like every other month that did not happen, and our PBS solution required these minimum constraints. The conversation will continue, and the fight will not end until we see a solution that is ran organically with the way the system is built and not forced or with constraints.

PBS Refresher Training Class

We are approaching the holiday months when PBS will be more restricted with half month bidding logic, minimum constraints and Critical Coverage days. We must be prepared and educated on these bidding limitations. We are offering a PBS Refresher training course to assist   and answer your questions.

New Contractual Holiday Pay

APFA and the company have agreed upon a new holiday incentive program which will pay incentive pay on certain days during the critical period. APFA will be releasing a hotline further explaining the new holiday pay, along with examples, before November PBS bidding opens. Please be aware of this incentive when bidding your November schedules.
