December 2022 Staffing and Allocations

APFA Flight Attendants and our union siblings will be visibly supporting our Negotiating Committee in our pursuit of a contract that recognizes our contributions to the success of American Airlines.

On a side note, the November 15th APFA PHX Town has been canceled due to the conflict with the picket. We will reschedule and announce a new date and time in a future PHX Base Brief.


On November 3rd, APFA Base representation had the monthly staffing and allocations call with the Company. On this call for PHX were Robin Agee, and Secorra Flowers. The Reserve percentage at all bases was over 22% for December. While PHX was not the highest percentage of Reserves, we still feel that the 26.9% is too high. Unfortunately, the Company is still using absenteeism data from the last four months as well as Reserve usage historical data from 2019. The unusually low Reserve usage from December 2020, due to the holiday perfect attendance incentive, was not a major factor in determining the reserve projection for this December.

A monthly meeting for allocations (flight hours, sequence construction) no longer exists. All discussions on the types of trips and construction are now addressed by email with Planning for review. In November, we had 58,344 hours of base flying. In December, our base flying will increase to 60,667 hours. We will see a decrease in 1-days by 1%, 2-days will decrease by 1%, 3-days will increase by 3%, and our 4-day sequences will remain at 4%, with the majority commutable. ODANs will increase from 4.1 starts to 8.1 starts per day, predominantly RNO, SMF, and FAT ODANs.

The quality of the sequences remains the same. Sit times are held at a maximum of 3.15 hours in DFW, MIA, CLT, and PHX in conjunction with a plane change or return from destinations that require clearing customs.

With the closure of SFO and the transition of their flying to other bases, we will see some new flying here in PHX in the upcoming months. We will watch the percentages in the coming months and continue to request the type of sequences that our membership prefers to bid/fly.

One thing to note is the line average for PHX is once again high. The target value is 80.7 hours. This will hold most Flight Attendants to a minimum of 70 hours, if not the higher constraint of 78 hours. Depending on the bidding behavior of the base, you may want to consider opening your TCR up to 85 hours by Layer 7 in PBS.

**New** Contractual Holiday Pay

Earlier this year, your APFA National and Base Leadership secured a Letter of Agreement (LOA) that includes permanent contractual improvements to the holiday pay provisions contained in the JCBA.

Holiday pay will be paid to all Flight Attendants, both Reserves and Lineholders, working on a designated holiday, regardless of how you obtained the trip.

The following nine (9) days in the November, December, and January bid months are the newly designated holidays:

  • Wednesday before Thanksgiving Day (November 23, 2022)
  • Thanksgiving Day (November 24, 2022)
  • Sunday following Thanksgiving (November 27, 2022)
  • Monday following Thanksgiving (November 28, 2022)
  • December 24
  • December 25
  • December 26
  • December 31
  • January 1

The new contractual holiday pay has no perfect attendance component. You must fly on one of the applicable days above to receive the holiday pay.


Upcoming Critical Periods/ Incentive Credits
November, December, and January

The upcoming critical periods include any operational assignment (flight assignment, Reserve day, or duty day) on dates during the following periods:

  • Thanksgiving-the Wednesday prior through the Sunday after Thanksgiving.
  • December 22 through January 3.

Absences from any flight assignments, reserve days, or duty day assignments that occur on any day of a critical period receive one additional point under the dependability program. Absences due to illnesses or injuries that qualify under the Family and Medical Leave Act (FMLA) or other federal, state, or local laws governing medical leaves will not be counted against a Flight Attendant’s dependability record.

If you work all operational assignments during the critical periods (sequences, airport standby assignments, Reserve Availability Periods (“RAPs”), and special assignments), and have no absences or removals (e.g., Sick, FMLA, Jury Duty, Military, Personal, Bereavement, etc.), including pre-planned absences and removals during the critical period, you will receive one (1) incentive credit that will reduce a future point-generating dependability event. You may earn up to three (3) incentive credits per year. Incentive credits are unlimited and do not expire.

The Flight Attendant Attendance & Performance Program will provide you with answers to any further questions. Please contact your Attendance Flight Service Manager (AFSM) with questions regarding your incentive point.


Mandatory Equipment Training on the Boeing 777 and 787

As a reminder, beginning early next year, anyone that is not trained on the 777 or 787 will be drafted into training. If you would like to go on a day of your choice, we strongly suggest you bid for those classes in the next couple of months. The January bid will open on December 1st at Noon (CT), and close on December 6th, at Noon (CT).

As Activists for the Contract ACTION Team, you will directly link the general membership and our Negotiations Committee. You will be tasked with talking to your flying partners about communication sent out by the Union’s Negotiations Committee, directing Flight Attendants on how to sign up for the hotlines, how to access information as well as how to participate in ACTION events such as email campaigns, base, regional and systemwide events.
