9.04.23 – APFA MIA Base Brief – October 2023 Staffing and Allocations

October 2023 MIA Staffing and Allocations

Monday, September 4, 2023

All,

I want to start by thanking everyone for a solid 99.4% strike authorization vote. We had over 250 Flight Attendants who showed up to picket. A strong message was sent to American Airlines, letting them know that we are willing to do whatever it takes to achieve an agreement that sets the standard for the industry. This week, mediated bargaining sessions will resume on Tuesday 05SEP. Continue wearing the red pins and lanyards. We have the momentum and need to continue to apply the pressure as we are reaching a critical phase in bargaining.

For October, we will see an increase in the total headcount and 147 additional Lineholders. Reserve will be projected at 17%, down from 20.9% in September, with 565 required heads. This 3.9% decrease represents 123 fewer heads.

CDG begins daily service on the 777-200 beginning on 28OCT. MVD will also begin service on 29OCT and will operate a 787-8 on Wednesdays, Fridays, and Sundays.  MGA will operate a daily 1/1 on the 737 now that the COVID vaccination restrictions have been lifted. The GRU Rocket will only operate the first four days in October due to adjusted departure times. The rest of the month will have the longer layover on both flights. This is under review for November when Daylight Savings Time ends November 5.

The Company has indicated that this winter we will have more departures out of Miami than we have ever had in the past. It will be the biggest MIA winter ever. There will be additional flying added to both the Caribbean and domestic markets which will build connectivity to Latin America. The MCLA markets (Mexico, Central and Latin America), will offer 68 destinations from Miami. This essentially has replaced the flying we had 10 years ago when we flew 10 destinations in Brazil.

The Company is still monitoring the Brazilian economy and has not ruled out returning to some of the markets in Brazil utilizing the fuel efficient Airbus 321XLRs coming in a year or two. For that to happen, Brazil needs to rebound economically, and the new planes must be delivered on time. After a short break in the summer, hiring has ramped back up. There will be eight new classes slated for the remainder of this year. Each class will train approximately 100 new Flight Attendants. Miami is scheduled to receive 12 new hires at the end of September, and 11 new hires the first week of October. Please continue to make them feel welcome.

10-Hour Rest Requirement (Release to Report)

The 10-hour rest requirement ensures you will receive a minimum of ten (10) hours free of duty from release until report. This new FAR does not provide ten (10) hours of rest behind the door. Contractually we are still afforded eight (8)hours behind the door. If you are delayed due to hotel or transportation issues and have less than eight (8) hours behind the door, you must notify Crew Tracking to advise them of the delay, and have them adjust your rest accordingly.

Contractual Home Base Rest

Unless you have waived your home base rest in PBS or TTS/UBL in order to pick up a sequence, you are entitled to receive contractual home base rest.

For reserves the home base contractual rest is twelve (12)hours, and is non-reducible by the Company. The IPD contractual home base rest requirement is fourteen (14) hours and thirty (30) minutes, and is also non-reducible by Crew Schedule.

For Domestic Lineholders the contractual home base requirement is eleven (11)hours. Should you go below eleven (11)hours but are above the ten (10) hour FAR rest requirement, you can request to be removed unpaid from your next sequence provided you did not elect any waivers when picking up the sequence.

The Lineholder NIPD home base contractual requirement is twelve (12) hours, and can be reduced two (2) hours by Crew Schedule in actual operations to a minimum of ten (10) hours.

The IPD home base contractual rest requirement is fourteen (14) hours and thirty (30) minutes and is only reducible by the Flight Attendant. Should you go below fourteen (14) hours and thirty (30) minutes but are still above the FAR rest requirement of ten (10) hours, you can call Crew Schedule and request to be removed unpaid providing you did not waive your home base rest in order to pick up the sequence.

In each of the above scenarios if you do not notify Crew Schedule that you want your contractual rest, they will assume you want to fly the trip providing you have at least ten (10) hours rest from debrief to report. Should you go below the FAR ten (10) hour minimum, you will be pay protected under section 10.K of the JCBA, Illegal Through No Fault language.

Reserve Confirming Assignments

We continue to receive calls from reserves who are being issued Missed Trips (TMs) for confirming assignments through mobileCCI. We cannot stress enough that you should only confirm your assignment verbally through Crew Schedule, or using Crew Portal. CCI is not reliable when confirming a reserve assignment, and does NOT effectively communicate with FOS.
