Pay Protection for TLV Cancellations

Today, APFA signed a Letter of Agreement (LOA) with Labor Relations that secures additional pay protections for LGA based Lineholder Flight Attendants who lost hours due to TLV cancellations. This agreement applies to cancelled TLV sequences originating in the October 2023 contractual month.

While many of the TLV cancellations are protected by existing contractual language, this agreement provides additional pay protections for lost hours not covered by the JCBA.

If a cancelled sequence is pay protected by existing contractual provisions (e.g. Last Sequence of the Month – JCBA 10.L, removal code LS), or by a pay protected XR removal code, you do not need to do anything. Pay protections will be automatically applied.

If you experienced two or more cancellations and one or more of the cancellations are not covered by existing JCBA provisions, the LOA provides a process to receive pay protections. The process is separated into two categories:

  1. Two cancelled sequences
  2. Three or more cancelled sequences

Two cancelled sequences

If you were impacted by two cancellations, the following process must be followed in order to receive pay protections for trips not already pay protected by the JCBA:

  • You must create a TTS ballot for each sequence lost.
  • The ballot(s) must include requests for all positions on all IPD trips, as well as all positions on a minimum of five transcon sequences, originating on the day of your choosing.
  • You must be legal and available for the trips you are balloting for.
  • You are not required to ballot for the same origination day of the cancelled sequence(s), meaning you may ballot for any day(s) throughout the month.
  • You must leave the ballot in for a minimum of two TTS runs (one run for each duty period lost).
  • You are not required to pass to UBL. You may remove your ballot once the two TTS runs have finished.
  • If you are awarded in one of the two TTS runs, you will be pay protected for the greater of the awarded trip or the cancelled TLV sequence.
  • If you are not awarded in either of the TTS runs, you will be pay protected for the full value of the cancelled TLV sequence.
  • You are only required to ballot in TTS runs for trips originating in the October 2023 bid month.
  • Once you have completed your TTS runs, you must submit a Direct Connect, including the TTS run numbers. The Direct Connect must be submitted no later than 1700 CT on October 31st.

Three or more cancelled sequences

If you were impacted by three or more cancellations, the following process must be followed in order to receive pay protections for trips not already pay protected by the JCBA:

  • You must create a TTS ballot for each sequence lost.
  • The ballot(s) must include requests for all positions on all IPD trips, originating on the day of your choosing.
  • You must be legal and available for the trips you are balloting for.
  • You are not required to ballot for the same origination day of the cancelled sequence(s), meaning you may ballot for any day(s) throughout the month.
  • You must leave the ballot in for a minimum of two TTS runs (one run for each duty period lost).
  • You are not required to pass to UBL. You may remove your ballot once the two TTS runs have finished.
  • If you are awarded in one of the two TTS runs, you will be pay protected for the greater of the awarded trip or the cancelled TLV sequence.
  • If you are not awarded in either of the TTS runs, you will be pay protected for the full value of the cancelled TLV sequence.
  • You are only required to ballot in TTS runs for trips originating in the October 2023 bid month.
  • Once you have completed your TTS runs, you must submit a Direct Connect, including the TTS run numbers. The Direct Connect must be submitted no later than 1700 CT on October 31st.

As a one-time exception to the JCBA, conducting ETB transactions that touch calendar days of cancelled October 2023 TLV sequences will not negate these pay protections.

How do I know if my cancelled sequence is pay protected or not?

Cancelled sequences pay protected by the language in JCBA 10.L (Last Sequence/Last Series) will show in the header of your HI1. They will indicate “Lock” once the cancellations have occurred and the LS coding is applied:

In the body of your HI1, you will see the removal code LS to the left of the cancelled sequence:

Below is an example of an HI1 showing two TLV cancellations. The trip on the 12th was cancelled with an XI code. The trip on the 18th was cancelled and removed “LS” and pay protected under JCBA 10.L. To be eligible for pay protections for the trip on the 12th, you must follow the process as outlined above under “Two Cancelled Sequences”.

In the example below, only one TLV sequences was cancelled and removed, and it is covered as Last Sequence (LS).

The below example shows a sequence removed with an “XR” removal code. This sequence will be pay protected with no further obligation.

If you have one TLV cancellation and it is coded with an XI removal as shown below, unfortunately there is no pay protection. The LOA was negotiated using the provisions in JCBA 10.J.1.b as a guide. You have the option to make up the time using TTS/UBL or ETB.

Example: My TLV trips on October 10th and October 20th were both cancelled. 

The trip on the 20th was pay protected and removed with an LS code, per the language in JCBA 10.L. My trip on the 10th was removed XI, so is not pay protected. What do I need to do?

Since the trip on the 20th is already pay protected, no further action is required. In order to be pay protected for your trip on the 10th, you would choose a day you want to ballot for trips in TTS. For the purposes of this example, let’s say you have chosen to ballot for trips on October 24th. You would need to ballot for all positions on all IPD trips departing on the 24th, as well as all positions on five transcons departing on the 24th.

How to I find my TTS run numbers?

In Crew Portal select Daily Bids > TTS/UBL

On the TTS page select History > OCT2023

This will take you to the Ballot Run History page.
If you have participated in UBL, you might see other “Run Types” listed first.

To narrow your display type TTS into the Search Box and the page will find all TTS runs.
You can also designate how many results will display.
