6.04.24 – APFA MIA Base Brief – July 2024 Staffing and Allocations

July 2024 MIA Staffing and Allocations

Tuesday, June 4, 2024

All,

The Contractual Month of July is July 2 – July 31. July schedule change is July 5th.

The available headcount for July is 3537. This is flat from June and an increase of 257 jobs year-over-year. The line average will be 82.8 hours at PBS opening.

We are projected to have 791 Reserves for July, which represents 22.4% of the base. Our Reserve numbers are 1.2% higher than June, and .5% higher than July 2023. The increase is due to the July 4th holiday and summer weather events, particularly in Miami due to hurricane season.

The LRD tool does not reflect eighty-nine new hires who will be on Reserve for July. The LRD tool indicates 702 Reserves. The actual number of required Reserves is 791. So, if you are on Reserve and senior on the list, make sure to back up your PBS bids with Lineholder bid preferences.

Flying Summary:

EZE will operate daily on the 777-200. GIG will operate daily on the 777-200. GRU will operate two daily flights with a Rocket on the 787-8, and a 38-hour layover on the 777-300. LHR will continue to operate two daily flights split between the 777-300 and the 777-200. BCN will operate daily on the 787-8, and MAD operates on the 777-200.

Our wide-body NIPD and Domestic flying continues to be significantly reduced due to the aircraft moving into the long-haul international markets at other bases and aircraft deliveries delayed. We will have a daily 777-300 to LAX with a 34-hour layover, a PHL two-day, 2-1 daily on the 787, and a three-day PHL/LAX, 1-2-2. There will be no NIPD wide-body flying. We continue to ask Allocations to push more wide-body flying into our base.

Deadline Extended for Quarterly WBT

At APFA’s request, the company has agreed to extend the deadline for Flight Attendants to complete the 2nd Quarter Inflight Web-Based Training.

The deadline to complete the WBT is now Monday, June 10th, at 2359 (CT) to avoid a Missed Assignment.

Training Flight Cancellation

When going to CQ, if you experience a flight cancellation or delay that will cause you to arrive at DFW less than one hour prior to class, return home and contact the Training Support Desk (TSD) to be rescheduled. You will receive three hours of call out pay. Send a Direct Connect to receive the pay.

JCBA Section 29.E.4 states, “A Flight Attendant who reports to the airport for his/her scheduled deadhead to training, including a scheduled deadhead from her/his residence as specified in H.1, and the flight fails to operate or is delayed so that the Flight Attendant will not be able to attend training or arrive home withing the sixteen (16) hour limitation will receive a minimum of three (3) hours pay and credit, provided an alternate deadhead flight and training class is not available within the sixteen (16) hour limitation, determined by the check-in time for the original flight.”

Section 29.J.2 states, “If the Flight Attendant opts to travel from his/her residence, the sixteen (16) hour limitation specified in Paragraph H.1, and the rest provided in Paragraph H.2, shall be calculated as if the Flight Attendant traveled from his/her crew base.”

Mutual Transfers

There is a single transfer list from which Vacancy and Mutual Transfers are processed. Mutual Transfers are processed directly after Vacancy awards. Mutual Transfers pair Flight Attendants from different bases in seniority order from 3* preferences in DECS. If you are not awarded a Vacancy Transfer, you may be awarded a Mutual Transfer if a match is made.

The rules and procedures differ from Vacancy Transfers.

If you request a Mutual Transfer, you must already be qualified on the required equipment and service qualifications for your desired base at the time the award is processed.

All equipment and service qualifications are required at all bases, except for AIFS (TFS) which is only required for DFW, LGA and LAX. You may be required to hold the same language qualification. Flight Attendants with language qualifications are paired as required by each base. Purser qualifications are not a requirement. If you are transferring to DFW, in addition to getting AIFS (TFS) qualified, you will need a Chinese visa no later than 90 days from the effective date of the transfer.

Probationary Flight Attendants are eligible to be awarded either a Mutual or Vacancy Transfer once while on probation.

A new hire Foreign Language Speaker is subject to a one-year lock-in in the base she/he was assigned as a new hire.  As exception, if a vacancy is posted in the flight attendant’s language in another crew base, the flight attendant may bid a transfer to the crew base provided the transfer will not result in a speaker position reduction, e.g. 2 positions to 1 position or 1 position to none.  If his/her seniority can hold the transfer, the transfer will be granted and the greater of the remaining original lock-in or the six month lock-in will be applied in the new base. The Foreign Language Speaker will be limited to one transfer/mutual during the first year of service.

Bids close and are awarded on the 26th of the month, three months prior to the effective date (i.e., Aug 26th for an effective date of Nov 1st). Immediately following the processing of Vacancy Transfers, Mutuals for the same bid month are processed. Unlike Vacancy Transfers, you must be in active flying status on the entire award date to be eligible for the transfer.

Base transfer preferences can be updated at any time throughout the month and remain active until removed or until a transfer is awarded.

Buddy Bidding is not considered for Mutual Transfers. Once Vacancy Transfers process and if you were not awarded a buddy bid, both Buddies are processed individually (based on their own seniority) for a Mutual Transfer. It is possible that one Buddy is awarded a Mutual Transfer, while the other is not.

JCBA 22.K.4. – Flight Attendants are eligible to mutual transfer each month regardless of an existing lock-in. The Flight Attendant transferring to the base where the lock-in exists will be required to fulfill the remaining portion of the lock-in.

Settling Days are not provided for Mutual Transfers. JCBA 22.K.6 – A Flight Attendant involved in a Mutual Transfer shall be responsible for rearranging her/his schedule to avoid trip sequence conflicts. If the Flight Attendant cannot rearrange her/his schedule to avoid a conflict, the Flight Attendant shall be removed from the first trip sequence at the new base as a schedule conflict, and the Flight attendant shall not be paid or credited for the trip removal and the monthly guarantee shall be reduced accordingly.

Below is the processing schedule for Vacancy/Mutual Transfers for the remainder of 2024:

As a reminder, Direct Connect has been relocated to the Links tab in Crew Portal.

FAA requirement: Update your iPhone EFB to iOS 17.5.1 by June 10

An iOS update is available for the iPhone EFB, version 17.5.1, and you should install it before the start of your next sequence. iOS 17.5.1 will become the new FAA-required minimum on June 10, 2024, so you must update before then to be in FAA compliance.

Make sure your iPhone EFB is connected to Wi-Fi, then go to:
